Fort Bypass / Armor-piercing Artifact Bonus (Viktranium Crafting)

Forgive me if I'm missing something (new to legendary crafting), but I can't find a reference to adding an ARTIFACT bonus to fort bypass in either the Viktranium crafting nor Sun augments.

I understand I could farm 3 'helm of the watcher' to get 15%, but how do I replace the 30% that would come with the level 29 Sharn set? Is it WAI that you can't have any artifact fort bypass on the level 34 gear??

It drops in chill, but it is rare. Got it from a miner problem.
