I was just going to post a thread similar to this, as my experience seems to be similar to yours. I have stuttering audio and graphics now on my newer, better computer (10th gen i5 10600 with 2070 versus dell XPS with 7th gen i7 6700 and 1060) more RAM 32 vs 16 and much faster m.2 ssd.
a bit more info on my current setup - i run 2 monitors and the game in full screen windowed mode so I can have a browser (typically opera) and discord running on my second monitor. my current audio output during gameplay is my Steelseries headset. I was seeing some USB polling issues asking about 'what device did you just plug in" from the motherboard's onboard realtek software package and I disabled the notification, but the issue still persists. I might disable that audio device in my bios as I don't use it.
I built the new system since windows 10 is ending support in october. its strange that the game seems to run worse on better hardware than it did on the old dell. I was a bit concerned about this 2070 card - a friend gave it to me after his house was struck by lightning, but it has passed every diagnostic/burn in/stress test I've thrown at it over the past several months without a hiccup. I've switched the NVIDIA driver from the 'game ready' to the more stable 'creator' package and it eliminated a black screen crash I was getting during gameplay when the stuttering occurred, but the stuttering still happens and the game no longer crashes.
performance monitor hasn't given me any clues as I don't see any obvious spikes during occurence either. my temps under load are all within acceptable range on the GPU and CPU and nothing seems taxed as far as disk access goes.
Right now my 'gut' tells me its something that has changed in windows 11 versus 10 and/or an issue with Nvidia GPU's. I don't have a radeon to throw in and test so I can't speak to anything with one of those. I used to build a lot more than I do these days, and I worked in the field in PC support so I know a tad bit of what I'm speaking but I'm kind of out of practice and this is my first real use of windows 11 so I can't speak too much about it.
