To obtain the 13 piece reward and the 7 piece reward do you need to TR after handing in the first 7 or do you just need to collect the remaining 5?

They stay in your inventory after you claim the 7-piece (and the 13-piece) reward; so you just keep going and collecting them all.

To claim Hoard rewards the appropriate number of pieces (7 or 13) must be in your inventory.

As an experiment I place one Hoard piece in my character bank and tried to claim. No go. Pulled the piece back out of the bank and was able to claim.
