While the faster attack rate is important while leveling, at cap it's barely noticeable. Honestly, I think the only reason to go light crossbow is if you're playing a gnome and have enough racial ap to get the light xbow damage boost.
If the base attack rate is slower and you add all your attack rate bonuses there will a greater effect on the slower attack rate and there will only be a slight difference between heavy and light repeaters attack rates. The attack rate cap is 67.5 for all ranged/thrown attacks reducing total frames for each attack.
I went light, but that was because it gave me a bit more flex between difference races. This to me is more important if it is a shared resource and requires crafting and feeding. If I didn't need/want that flex, I'd probably go heavy.
