One small way to address the balance issue would be to mirror the epic level +1 BAB with a +1 Universal spell crit chance. I think it would be elegant and fair step in the right direction.
Bab caps at 25 and you get .5 per epic level, 0 for legendary levels.
Bab isn't really comparable

Moonlance also has no save and has a (currently) no-fail freeze effect, which is conveniently left out of a lot of these discussions when comparing vs pure damage spells. ~All epic strikes have upgrade effects, although many aren't great XD

It's pretty great with the T5, at least IMO. Strike a Chord is also ok. Many/most of the caster strikes don't feel worth using though, which is pretty awkward.

There's someplace between pre-nerf dragonbreath and current dragonbreath that I think epic caster strikes should land at. Worth using, but not invalidating the rest of your kit. Giving them non-damage effects helps make them more useful, but it's hard to balance those as well (like Nightmare Lance for -5 PRR/MRR is excellent for raid bosses, but useless for most questing and the duration is long enough you want to bring a DPS strike as well). Short-term buffs/debuffs seem best maybe? Stuff like Thrive from PA (if it was 100% proc rate) would make even weaker epic strikes more useful as part of combos.

Moonlance is what I use. It's really good no-save damage against most mobs. Necrotic Ray is great until Legendary content and then gets cycled to the second bar for occasional use. My main bar when I am in hybrid mode includes Moonlance, Negative Energy Burst, Trap the Soul and Finger of Death as the go-to spells for no thought casting. Bar two is Necrotic Ray, Lightning Stroke, Acid Well and Meteor Swarm or Mass Hold Monster depending on whether I am currently maxed for Enchantment or not. I'm always maxed for Spell Pen, Evocation, Necromancy and Conjuration these days.

When I am in melee mode I'm using different destinies and better epic strikes and mantles for that purpose. I'm never in pure caster mode.

BAB has 3 functions afaik:
(1) determines PRR from armor
(2) effects attack speed
(3) effects to hit chance
Casters were dominant when the maximum BAB was 30, maximum BAB has been reduced to 25 since then. BAB is not the issue, BAB is not contributing to the power growth anymore in legendary as legendary levels contribute nothing towards it.

Nukers are crappy. They need two things.

1. either remove the the r7-10 debuffs for casters or apply them equally to ALL damage
2. Add some epic strikes that aren't garbage. if what we can do with Hunt's End and Adrenaline is okay, the caster epic strikes are absolutely pathetic.

There are five main issues for casters.

1) Balancing a casters is difficult when all the different caster-classes share the same spell mechanics. There needs to be a way to scale spells for one class without indirectly nerfing others.

2) Heroic DPS spells don't scale well within Heroics, and are pretty much useless in Epics. This doesn't even cover the number of spells that no one uses, as the spells were designed so poorly to begin with. Most every spell needs a pass to improve usefulness and ensure that heroic spells are most than just decorations in Epics.

3) Epic spells and heroic SLA's have ridiculously low max caster levels. Which is really stupid for a game where mobs have levels of stat-bloat that would make even the most casual player green with envy.

4) Reaper Penalties (RP) are in my opinion, the icing of the cake, or if you prefer the final nail in the Coffin. If the first three issues were not a problem, then the RP wouldn't of become the big deal that it is for DPS casters.

5) Gearing.... The last good expansion/ update for casters itemization was IoD. After that Gearing has become an endless slog to nowhere. Farming ultra-rares that really don't matter, not after the repeated stat crunches and very obvious attempts from Dev's to replace our gear set bonuses. With an augment based (sun/moon) system which is primarily designed to feed the DDO store.

Edit: I forgot to mention that our Dev's have a horrible habit of penalizing players for their resourcefulness and creativity. What is meant by this is that players always find a way to maximize a given situation to their advantage. Even if the intent of the game mechanics did not originally support it. Best example I can think of is magic missiles and Shiradi. Not only did the Epic Destiny get heavily restricted, but the MM spells used have been Nerfed to the point that no one uses them anymore. This exact scenario has played out dozens of times over the years, resulting in much of the games spells becoming largely cosmetic effects.

Exactly compared to the awful it isn't bad but not great either

We got massive handi caps for no reason anti mechanics anti trade off feats this is a pattern

Raids are hit or miss mostly misses look at vipers, look at hunt, dryad. look at fom yeah not good

MD was a complete ****-show.

Just tone back the r7 damage reduction a bit and we all win melee caster and ranged. And please do a blance pass to epic strikes some are good to ok others have less usefulness than a udder on a bull.

The Reaper Penalties are only the tip of the iceberg, which extends to the very way spell casters have been managed through out DDO's history. Those that have been here more than 10 years will know what I'm talking about.

And how long has it been since we've seen a single crit increase i know the bottom 3 really need those

What is a pms locks n clerics crits at these days almost the same as 6 years ago
