No, because it never happened. As stated earlier, it was never a bannable offense unless you were harassing someone, then it was about the harassment not the words.

My recollection is that it started off being used to actually welcome people, then sort of added in over time a 'what a n00b' connotation.
It still got used as a genuine welcome as well... but eventually the snarky more dismissive use of it grew, and then somehow morphed into straight up virtue signalling to the crowd that X person was not, in fact, welcome in any way shape of form for whatever reason.
Proper group gatekeeping stuff. Worse, the group really started to take that signal.
At some point along the way even getting the phrase wrong stopped being a trigger for a bit of an in joke gentle way of bringing people up to speed on the specific forum sub-dialect and started to become its own reason for the mob to feel justified in piling on.
All deeply unpleasant. My memory is really not what it was though, so:
a: the above is just a memory, as subject to human misfires as anyone else's. I may be wrong about how that journey progressed. Fundamentally it doesn't matter though. What matters is don't harass or attack people keep it all respectful, and report a poster if a poster is horrible and let the mods sort it out.
b: if anyone remembers me joining in with the mob on any of that, you let me know because far as I'm concerned that would be shameful of me, I'll chalk up the fact I don't remember having done so to that same human memory misfire because you're owed an apology.
As for banning:
What Cordo says here is certainly how I remember it.
But I think it's fair to say that because a number of people were banned after using it to harass, lots of other people who were using it to harass likely got the message and stopped doing it (or left), which will have dropped its prevalence and popularity, and at the same time a bunch of other people who weren't using it to harass in the first place self censored themselves for fear of being interpreted as harassing someone (I don't want to get misconstrued and upset someone or banned). For a lot of us in that last camp, the phrase is now just... a bit tainted. Not sure I could bring myself to use it on purpose these days, put it that way.
That said: for sure a big WELCOME! to any new players.
