The title says it all, cuz I feel that unlimited access to a test dojo would add considerable value to a VIP subscription.

A test dojo on live would be very nice indeed.
Locking stuff like this behind VIP, though, is not particularly shrewd.

How would it be abusable? We already have access to a training dummy, this would just be multiple kinds of training dummies really. Going to add this to my big Ol list of vip suggestions.

free loot, levels, money, ddo points, etc? How could it not be abused would be the real question.

I like that, but if I want to test my current build I have to copy/paste, plus as a guild leader I have to resign leadership.
It would be so much easier w/ access on the live servers

Not really much of an issue....
In less than a minute you can flip leadership to an alt and transfer to Lama.
All the tools are on Lama to level/gear and experiment with all the variables without impacting live server builds.
Having these tools on live brings a lot of unnecessary complications.

Unnecessary complications? That’s exactly what having a requirement to go over to Lama would be like.
All I’m looking for are the test dummies and kobolds to test my current live build. Not even remotely interested in the character builder feature.
