Just run quests on whatever difficulty you are comfortable with. At lower levels you will have to wait more for mists - and should definitely wait. It's not necessary to move to the front, but if waiting I usually try to be in a nice open area as I've had a few things stuck in walls and untargetable.
Farming quests:
Level 5: Protect Baudry Interest to 600 (wait until quest is done to kill stuff- good for netflix binging)
Level 12 or 13: Into the mists to 900
Level 16 or 17: Tavern Brawl to 1200
Level 24: Impossible Demands to 1425
Level 25: The Friar's Niece to 1500 (arguably you can skip impossible demands and just do this one as you are typically at really good strength at 26 to run 23s.
Length of time you wait for lantern starts at 10 kills and seems to depend on ddo's quest length tag which for some quests like house of rusted chains does not match player experience. When farming you want a quest that is short with at least 10 kills so in impossible demands you have to kill more than just the main room.
Arguably if you start out with 600 count at level 5 it's pretty much impossible not to fill your lantern by 25. That takes a few hours of mostly just waiting for quest to finish.
The people farming are mostly people going for skull lanterns with less risk. You can also do this if you just find the mist enemies too difficult and want to farm at a lower difficulty than you normally run quests - e.g., at epic levels where head of the beast is over-tuned compared to legendary levels. Some just zerg to legendary and focus on lantern there where it seems much easier than epic levels.
