How does Kata of Ice work?

Anyone familiar with Monk? Which enemies does Kata of Ice affect? Playing one for the first time in over a decade.

It seems like it is affecting more than just tainted creatures. Does it affect all creatures or are more creatures extraplanar than I realize?
So far done Inspired Quarter and now Vecna Part 2, and its working on Human trash mobs.

I'm really bad at categorizing enemies.
