You can't attach files to forum posts, but both of the major builders support exporting them into a text format which you can paste into forum posts.
- Go to File -> Export -> Forums
- For Format select "DDO Forums," then select which Section you want to copy.
- Click "Copy to Clipboard," go to your browser, Paste it into a forum post.
- Go to Forum Export -> Forum Export
- Check/Uncheck which aspects of your build you want to post, then click OK.
- Go to your browser and Paste it into a forum post.
