I hate being stuck at level

Quite the limitation of useful info in this string of words there, OP...
What server? What level range? What quests/chain/raid/arc/saga/pack? What play style?
1. Join a guild and chat
2. Put up an LFM
3. Try soloing (maybe with a hireling)

The issue would be character level. on any server. its the nature of this game and why some people choose to hold at level 18 and jump level 19 and such . in addition to issues with 1st life and opening a solo group hoping for someone to join is really mute wouldn't you say? guildies all over or under level it doesn't matter which server its time of day and other factors which creates a drag in leveling or gaming at level. mostly because of xp concerns or even desires for reaper xp openers but as a 1st life player not really up for r1 x 2 levels above the character levels .

Sure we got a small player base and that sucks. But there are a lot possibilities in the game to make it work.
Elite is not an option?
Run Wilderness until something pops up?
Make a 2nd char so you can switch between say endgame and leveling heroics?
You won't lose anything posting an lfm and running a quest (solo) on a diff that suits you compared to waiting around for something to pop up.
You can even play something else and have the ddoaudit lfm up and monitor your server.
And see the above suggestions.

PS: You do know you can run elite+ 2 character level above the base level of the quest without any repercussion? At least on heroics.

How about changing the way xp is earned by over level and under level characters vs the number of times the character died vs the number of kills vs the damage per shot ( power leveling ) as a suggestion. that way the number of levels who can join wouldn't be restricted to the level of the character.

Maybe that suggestion insert too much complexity in a game already bug plagged.

You can do is grab a hireling and go soloing the content you're comfortable even on a first life character. Do Elite or Hard, is much better than keep stuck waiting for a LFM, guildies or the game to change its formula after 17 years.

Am I understanding this correctly? You want to tie the xp to the death of a character and/or the kills?
So I enter 5 levels over the base level of the quest. I won't die and do way more damage and I get more xp?

I am open for suggestions but they need to make sense. If I understood this correctly this doesn't.

well ya if your level 14 and enter a level 20 group ( quest) with level 20 players then at level you receive certain xp at your level you get double xp if you dont die and have average kill numbers of the group( rather unlikely but potentially possible but more likely you can get through with out dying) each death reduces the xp you get by 20% for instance. another 20% for no kills if your over level your xp is reduced as well . limits the effect of power leveling in the broad example the effect could be tighter and the group character level could still have limits to eligibility for joining below level without negative impact on at level characters. its the concept anyway

Hm, you already get a bonus if you don´t die in a quest. And you get a bonus if you kill lots of enemies (conquest bonus)

I wouldn´t like giving kill bonus per character, as that would punish healers, tanks and would promote even more zerging when everyone want to go first into a room and nuke everything to get more XP.

Also, due to the TR hamster wheel, chances are that there are groups at every level unlike other games, where after a certain time, everyone will be stuck in the endgame content.
So I don´t really understand what level you are stuck at !?

Well, it is not as bad now because there is no lockout for reaper anymore for heroic quests you do at level 20+ (like Eye of the Titan fo example: base lvl 19 on elite lvl 21).

I am one that use to hold 18, however there are now so many quests at base 17+ that are fun to run (for me anyway).
Be it Sharn Docks (Finding Dora) or revisiting the Canieth Manufactory.

I would point out that depending on the goal there are different paths

1. If the goal is simply to get to 20 and start over, run the difficulty that works for you
2. Just put up an LFM - You might be surprised on how many will join you
3. Run a slayer area while you wait for the perfect LFM for you. There are a lot of high heroic slayer areas so you can switch it up, get the locations/notes as a first pass and pick up kills on the way
