All other things being equal, if I had a 20 Arti, if i went Inquisitive or Battle Engineer, how much more DPS would Inquisitive have?

Nope. It might be a slight bit higher per minute. Active attacks that work with repeater bursts will be a bit lower with dual shots (3 shots vs 2 shots). Inquistive's big strength is being able to be paired with whatever class combos you want.

arti might actually be better vs dummy (read anything that doesnt die fast) they were already close to equals and add fox´s comment... They do still suffer in general questing due to mechanics.... I´m not including party in my theories as that would be too much to test.
