No, because there is no such race.
You can credibly make the argument for all classes that human is the best race because of the bonus feat and/or skill points.
You can credibly make the argument for all classes (except Warlock) that aasimar is the best race because of their bonus wisdom and Bonds.
You can credibly make the argument for all melee classes that Shadar-Kai are the best race because of their Chains attack.
You can credibly make the argument for all melee classes that Half-Orc are the best race because of their strength bonus, weapon training and lock opening.
And on and on and on.

I like female halfling monk cause its the smallest race and you feel like you are running so fast.
That or male half-orc or pdk just cause they are big with the biggest cosmetics you can find.
Either end of the size scale is great.
