Nope.

By default it is the <left-alt> key. You can change that in keymappng if you like

Don't think so. There is a feat you can drag called Runearm Use or something similar that will toggle auto-recharging your runearm, but firing is manual. I think it's in Artificer Feats?

Damn that is lame, I can drag something to my hotbar for practically all other abilities or spells or whatever.

Yes, there is.
You can make a hot bar fire you runearm by remapping one of the keys in the UI.

On the main menu, go to "options"
Select "key mapping"
search for "rune"
Hit the big "use rune arm" button to the left and the next key you press will remap to using the rune arm.
I've done it a number of times. I usually map it to a key (like '1') in my rotation.
The only thing (at least in my experience) is that it remaps that key for all your characters. It's easy to map it back when not using a runearm.

There may be other ways to do this, but that's the only key I've ever remapped.

Also, with key remapping, the hot bar square can be blank but still fire the rune arm

That is not 'putting a button on the hotbar to fire the runearm'

Not the same thing, and it (as you noted) disables that hotkey for all characters.

Not if they are multi boxing and want it on the 'hireling' bar. Otherwise yeah.
