You can get a plain white cloak in random gen but it could take forever. Getting a solid color is less common than getting two contrasting colors plus even if the cloak is a solid color it could have an unappealing style such as lines across the back dividing it in half or the loopy edging or the column caps edging.

The design of DDO is overly intricate in every aspect.
There should be more plain, solid-colored options available.
It feels like every piece of equipment is designed for nobility.
There should be simpler designs available for the general public.

Random items is the answer. I have all the solid colors like this. It's really not that difficult, it just requires patience if you don't want to pay, like everything in this game.
And honestly, if you don't have the patience to wait and search through the random loot that you are getting, I would consider the idea of continuing here. That patience is necessary in practically all the rewards that DDO offers.
Although I think that Mirror cloak (and all those that share this same design) is prettier than the solid white cloak, but each to their own tastes.

I have tried on every single random generated robe that has entered my inventory of every possible level since 2011 or 2012. I have been attempting to acquire this robe:
The forward facing image is a photoshop but the backside image was a quick pic I took of a player in the marketplace before they ran off. It can exist in-game but in ALL this time, after all these years I have not looted this exact combination and color. I've looted the base robe maybe hundreds of times, often it even has the right collar accessory layer, however... not once has it ever had the violet collar on this particular robe for me. I posted my desired item in the old forums Thelanis Marketplace years ago, I've been trying to get this from random gen for over a decade now. I have patience. Random gen has no respect for patience.

I can't prove it because I've already discarded it, but I got that robe with the blue collar in the repossession quest last week.I have tried on every single random generated robe that has entered my inventory of every possible level since 2011 or 2012. I have been attempting to acquire this robe:
It was rare to see a robe with a blue collar of that type, so I admired it for a while, but since it wasn't the armor I was aiming for, I ended up discarding it.
If my memory serves me right.

I know it's not "Plain" but have you tried the Legendary Cloak of Winter? It is a Fur-lined White Cloak with a Tasteful Grey Highlight. Certainly not as plain as you'd asked for but might fit the bill in a pinch. Pluse there is a Heroic version of it that can be gotten from a lvl 5 Quest, so easy to farm if all you want is to make a cosmetic.Close... don't want the silver edging though.

Very pretty. But a little too fancy for the look I'm going for. It's for a cleric/monk type look, like piety and all.

btw I did hit upon "white cloaks" in random gen. I bought up like every non named cloak in the AH and I stumbled upon several blank plain cloaks.
The consensus. They are not white, or at least "true white" they are slightly very slightly off white. I compared it with the silver concord cloak which is full-on white.
The only alternative for "true white" is the ddo store unfortunately. Just a PSA.

I've looted plenty of robes from Guard Kayd and Kear but not like this one. I've looted plenty of robes with the right type collar, even the right color but then not on the right robe base. Its 3 variables that have to align. Correct Robe + Correct Collar/Accessory Layer + Correct Color of Accessory Layer. I've gotten 2 of the 3 but all 3 together elude me.

There's no working preview for cosmetic items SSG wants you to buy in the DDO store. Do you actually think they'd have a way to preview an item's looks in an end reward or in a chest?
Unfortunately no. The only way to see an item's appearance is to put it on and look at it.
