Disclaimer: This build is not meant to be serious but explores possibilities for Dragon Disciple. However it does seem to play fine at lower reaper difficulty with a 2nd-lifer. Build this at your own risk!
To keep this build thematic to Kung Fu Panda lore, we will use a Quarterstaff and Wisdom to hit/dmg. A wise Kung Fu Bear master needs his "Staff of Wisdom".
There are alternatives however! Handwraps, Single weapon + Orb or Dual Weapons for more stats also work.
This build makes use of increasing Caster Levels to deal more damage with your breath weapons. The breath attack SLAs are unique in that they have a MCL of 30 (vs 20 like everything else). At end-game with this split, it is possible to add +7-9 CLs to your preferred element for a total of 34-36 (see testing here). Draconic Devastation should deal around the same amount of damage as a upgraded Dragon Breath from Draconic Incarnation.
Extra racial points do help reach your elemental strip, however they aren't necessary. You may need to sacrifice a couple of Caster Levels or forgo the strip (i.e. use alternate elements) instead.

You can also put points in Shintao for more PRR, melee hit/dmg & healing (if Harmonious) or Nature's Protector for more hp, PRR & MRR
These probably aren't the most ideal choices. But Primal Avatar mantle procs on Spell cast or Melee Attacks while giving Temporary Spell Points to cast your dragon breath Epic Strike. I took Reborn in Fire for the 25% uncapped dodge, but Shard Storm is a good choice too.
Know that Stunning Fist does not work in animal forms and is why I didn't take it.
Daunting Roar with the breath SLAs usually meant trash were constantly paralyzed or slowed. I would not suggest swapping out the Draconic Incarnation tree.

If you rather focus cold instead, The Cold of Night (orb) works. Or any crafted offhand Alchemical weapon for your element. They all give +3 Caster Levels. Only elemental Augmentation items increase Caster levels of breaths. Arcane / Divine Augmentations do nothing.
Mirana or Rauven are thematic choices for weapons too while still being centered.
Filigrees (what I came up with):
2x Celerity/Vigilance Raid, 2x Manticore/Wreath Raid, 2x Nystul/Electrocution Raid, 5x Coalesced Magic (Wis, MRR, 2xSP, Crit), 1x Electrocution (Electric), 2x Wreath of Flame (Fire/MP)
Strikethrough from bear form with a Enhanced Ki item gathers ki quickly. You will be doing around 50%/50% melee to casting.

Enhancements
Note: I have 5 racial AP and therefore had enough enhancements to do the above. Core 2 in Season's Herald gives +2 Caster levels for your element, hence why I took it.
