i looked at the gear and most of it is disappointing. ill give feedback on every item like usual but maybe this time listen to the feedback?
(i will only be commenting on epic/legendary items. change herioc as appropriate)

this item has level 33 gear effects. is this intended?
Fish Stick
replace impulse with insightful impulse
replace mystic diversion with quality spell focus mastery
Fried Fish Stick
replace combustion with insightful combustion
unsure if this is intended but it gives quality impulse and not combustion. should probably be combustion
Frozen Fish Stick
replace glaciation with insightful glaciation
replace evocation focus with insightful evocation focus
unsure if this is intended but it gives insightful impulse and not glaciation. should probably be insightful glaciation
Legendary Bugkickers
replace combat mastery with either profane or quality combat mastery. regular combat mastery is a completely useless effect that should NEVER appear
Cloak of the Ambassador
replace accuracy with insightful accuracy
Official Kobold Union Buckle
replace speed with quality wisdom skills
replace haggle with quality charisma skills
replace tumble with quality dex skills
replace carrying capacity with quality int skills
(as of now this is a joke item that is completely unusable in any circumstance. this aims to make it a nice swap item to replace lgs)

replace natural armor with primal natural armor
replace insightful fortitude with riposte or parrying

replace nullification with dark restoration spellpower
replace devotion with dark restoration lore
replace greater thorn guard with exceptional healing amp

(why is this item even a thing. is this meant to be a drop table filler? this item is one of the worst items ever put into this game and serves no purpose but to clog loot tables. greater thorn guard is bad at level 1 and protection from evil doesnt stack with regular saves/ac items)
Piece of Shattered Horn
replace proof against poison with resistance
replace proof against disease with insightful resistance
(this item is totally worthless. proof against poison and disease items are NEVER good. these effects should NEVER be put on gear)
Icon of High Tide
replace cold resistance with quality constitution
replace insightful will with insightful constitution
(right now this item is junk so i gave it some stats you might actually want)
Love at First Sight
replace enchantment focus with insightful enchantment focus
replace heal with insightful wisdom skills
replace poison resistance with quality spell focus mastery
Sewersight
replace wizardry with quality wizardy
replace proof against disease with insightful spell focus mastery
(stop putting useless effects like proof against disease on gear. it instantly wastes stats on items)
Storm Signet
replace quality deception with insightful magnetism
(stop making "hybrid" items if hybrids are bad. until hybrids are good at endgame stop making hybrid items. just make this a caster item)
Trapmakers Mark
replace deception with insightful deception
replace dodge with insightful dodge
replace assassinate with quality deception
Verminkeepers Bangle
replace wisdom with bone paws
replace mrr with insightful or quality mrr
(this is to make it competitive with the MD druid bracer)

thats all my feedback for now. please make changes because these items look really bad for the most part

I am guessing the the lvl 5 Helm of Workplace safety is not supposed to have +15 Con.
And the Legendary version should have a +15 CON (instead of the +14 it currently has) because the Legendary Verminkeeper's Bangle has a +15 Wisdom. Both are minimum level 33.

I looked at all of the gear and all i could think was "garbage"

Why Oh why are precious man hours being wasted on gear nobody is going to use when there are still unresolved gear bugs in previous expansions....

I bought the new wheloon pack because it had interesting items, the new raid has a few nice things but mostly disappointing but with whatever this new pack is supposed to be offering i most likely won't purchase it.

Is it an intentional design decision to make gear from small/ftp quests bad? possible...
Seems everything has one intentionally useless effect, and the rest is basic enhancement bonuses. Where are the insight/quality bonuses?

I understand the fact this is a "filler" pack on our way to the level 40 cap and we need more legendary quest but the loot desing in the past few update been really lazy. Most of the new lategame gear doesnt make any difference for non-minmaxing people, maybe 1d6 more on-hit effect damage, maybe 10 more spell power or 5 more quality spell power bonus. And on heroic? +1 quality bonus to hit? Quality resistance "+0"? Its just sad. The rare items are somewhat nice in Myth Drannor but we haven't seen any interesting item in the past... Can't tell how many year. We had interesting weapons and sets back then, like the Sunken kama sets in Sharn, the paladin level based weapons, the monk philosophy weapons, we had weapons like the epic Midnight Greetings, the Clever Strike was a fun little addition to the weapon, or lets just talk about Chimera's Fang's dragonmark based bonus or the Jidz-Tetka's stance bonus. Cant even compare them to the new weapons. FoM might be a bad example since it has somewhat unique weapons, but seven of them got the same Cursed Maelstorm debuff... I got it, its a theme ability in that raid, but still. I know it's just a filler pack without anything meaningful new loot desing and i know my post wont change the world and i also know its hard to desing unique items but still, its been years since i was reacting to the next updates loot like "WOW, amazing, i need this!". Every new loot table only offers a few percent increase in power, nothing new, nothing unique, nothing brave like the "One with the Swarm" or the old Tower of Despair class based loot. And without any exiting, interesting feature, its nothing but a good roll on a random loot table with fancy name and a set bonus.

5000+ hours played
Greater Thorn Guard doing 2d6 on an ML27 item might as well not exist:

1. Mobs have thousands of HP at that level. This is so small as to not matter. If it's going to remain, it needs to be beefed up to be meaningful.
2. The aggro system does not work. With -100% melee threat I can still pull aggro off a tank, because hate generated by proc effects ignores threat reduction.

At ML33 they must have +14 stat, not +15. +15 is for ML34.
