Level 1 Fire pots as end reward???

wow when did we start getting lvl 1 potions as end rewards for long mid level chains? For the Long Summerfield chain to lose a loot option for a crappy pot wow Oh yes its a base level 13 quest and was running it Reaper 1

Fire Resist potions

It's a random potion, sometimes you get SP elixirs, other times a ML 11 resist potion or greater heroism, etc, and other times... ML1 really? o_O
