Surely the highest damage dual wielding build is with handwraps... I saw a couple of builds discussed in a recent thread.
Not sure about the "good AoE" part; maybe something like:
Razorclaw 20 Dragon Disciple
Handwraps (mainly single target)
2 big sla's for aoe (I tried acid and cold which worked nicely)
Black Dragon Bolt is nice for out of range mobs
3 x TWF, precision, improved crit, quik/max/emp, sf/gsf conjugation
DD 41, 13 AP (min) Shintao, RC 17 AP, Falconry 13 AP, VKF 6 AP as a first draft off the top of my head
Epic crit, improved martial arts, esf conjugation, embolden, intensify
Perfect twf, titans, deific, epic spell spec evo +
I think I'd go GmoF, FotW and PA (Heart, thorn)

As for the answer everything's currently viable but if you want the best...
Razorclaw 18/1/1 Kensei barb fvs or kensei fvs warlock if you have a heart (last only for raids)
16/3/1 dragonlord bard rogue is probably the best all rounder (chains go brr...) amazing in quests and good in raids
otherwise 11/8/1 barb druid fvs wolf is second to razorclaw in terms of raw dps.
Personal favorite of mine is either 15/5 paladin dragonlord or 20 paladin been debating 14/5/1 paladin dl monk for the extra crit multi but locking into robes is meh and you lose 10% ds from spells. You also need to stay centered so you're locked into longswords (or sacred fist and wraps) personally would rather just get 10% more ds and get my crit multi from warhammers or dual new scimis.
