Procs from items that do not benefit from spellpower no longer benefit from the active metamagics on the spell that causes the procs to happen. This means that stacking procs is way less effective: going from benefiting from spell crit%, spell crit dmg, and metamagics [empower+maxi+intensify for 300 sp] ; to only benefiting from crit% and crit dmg.
0% = 1x, 100sp = 2x, 200sp = 3x, 300sp = 4x dmg. We are now at the 1x point, doing a quarter of the damage we were doing before with these procs.
This was never working as intended. The vast majority of "good" builds that people don't post on the forums are "good" builds because they are taking advantage of bugs. AT is still a remarkable character class. I never used the proc stacking (because it was cheese and not working as intended) and have still been dominant as an AT. I am not even optimized and run R10 just fine. People should stop looking for loophole builds and enjoy the game. Procs have gotten out of control. I honestly wish they would remove them from the game at this point. Adding procs invalidates the entire stat squish update. If you are going to add Byzantine ways to creep character power (through procs), then just go back to Deadly +21; that way everyone gets the codex creep. Adding mystery procs that stack or don't stack, trigger or don't trigger, simply makes them maddeningly difficult to understand, and most average players never use them as a result. The whole Oh, I'm stacking 5 procs, is terrible game design, and it's bound to be exploited by people. The Devs should also know better. You can't keep adding procs to the game and not think high-end players won't start requiring their builds to have a fistful of procs.
