Meteoric Star Ruby not working?

My meteoric Star Ruby has not activated in weeks. Anyone else having this problem or am I just lucky?

I've seen a bunch of people talk about that being bugged (and some people's working just fine) on discord for a while now. I'm not sure if anyone has worked out why they work for some people and not others (Different versions? When they were looted? Some other factor?)
