It appears to be anything that is % chance based but from a particular point onwards on the Augment list. Trying the Disintegrate Ruby worked without issue for example. But Augments that use the Eye % trigger and onwards until the Disintegrate Ruby appears to have been altered.
The suspected theory (but yet to be proven - thanks RNG

) is that when Lynabel added that change (either by Auto-script action or by changing the item effet ID list for example) that changes Augment "Names" (to the "correct" one when stored) when it enters into inventory, it fell foul of something else that normally would direct the effects back to the correct listing which now instead only points to the right name, but not the item effect itself.
Which is why no one dares to remove their existing (old) functional Eye/Meteor Rubies because once out, because it flat out won't work again because it'll get altered to have its effects point to something else that doesn't have said effects to it. Suspect it's essentially the same as when we had singular items that had singular effects not work, whilst other versions found elsewhere did work.
