If you plan to wait out 1 per quest I recommend doing it just before completing the quest.
Basically there are 2 timers that run. A Short timer(1-6 minutes) and a Long timer(not sure but up to about an hour). The Short timer only starts if you have completed a quest since the last time you gained durability from a Mist Stalker. If you are killing mist stalkers after completion then you will perpetually be starting your 1-6 minute timer after completion, instead of after 10 kills. You never want to wait on the Long timer, but sometimes it will trigger if you are in a very long quest.

1. Complete the quest to "prime" your timer
2. Go start another quest
3. Wait out and kill mist stalker before completion
4. Repeat from step 1.

gee thanks, that shortens the time how? this is an SSG issue, not something I need a work around for. It's something SSG needs to change

I did a saltmarsh rare run and then went afk for 30-40 min without a spawn. yes i left my toon out there while doing housework..

As PersonMan says, the spawn timer starts 10 kills into a quest and is a maximum of 6 minutes, as long as you have completed a quest since your last spawn. I assume this is to prevent farming lantern XP by waiting for a spawn then abandoning the quest (particularly for the skull / skull reaper lanterns), but it also means that you won't get more than one when running wilderness zones.

If you're regularly finishing quests in less than 6 minutes then you might sometimes be unlucky with the spawn timer and not get a mist stalker during the quest, but at that speed you may as well move on to another quest and hope for a quicker spawn next time rather than waiting after quest end.

Yeah, that person is making stuff up. You can also leave a quest without finishing and get another spawn.

The first update to the event added the 10 kill requirement, it was not there originally.

Just treat it like a regular hardcore where you would be chasing 5000 favor and the lanterns will fill up on their own. You will fill atleast 3 lanterns just by running every quest.

If you need to wait on a spawn do it BEFORE you complete.

Quest completions seem to implement a short timer. In our experience if we kill a stalker in a wilderness or after quest completion the next one takes a long time to show up once the ten mobs are killed for the timer to start.

If we kill a stalker before quest completion the timer after the mobs are killed seems a lot shorter.

I guess, if you find mist encounters hard.

For my experience running all the quests has given me lots of bonus ddo points to spend on my alts on the other servers.

Of course some of us despise(wont say hate, too strong a word) cap and dont like to play boring and easy mode at cap. Its especially counter productive if you have no intention of staying on the new VIP server, the server has been best for earning ddo points for alts on other servers.

PSA: To get the information out. If you level up to level 20, this blocks you from gaining durability on lanterns when you run Heroic level quests like Vecna (lv18 base) on reaper (Lv 20). I noticed it when running a few of the quests but someone questioned the validity of it, so I tested it. I went in the Bark and the Blade on reaper (Lv 20) with Seldissan (Lv 20) and was running thru it with hires. 4-5 minutes into the quest The Head of The Beast spawned (yes, I know nonepic quest, but it happens) I managed to kill it, 2 hits from Pillar of Light, 3 remove curses and 2 heals with some other healing. I got 0 Durability. This was repeated later in Fred's got a Date. There was someone below level 20 (he was lv 18) working on lanterns so we equipped ours to help them. Another The Head of The Beast spawned. This time it was in the water heading to the Red Flower. The person working on their lantern thinks he gained 18 Durability (unsure).

Another note: If you are lv 20 and running heroics, if there is a Whisper that spawns after the Mist stay close because you can get the 6 Durability from it.

The "lockout" for Durability seems to be similar to the old Heroic Reaper lockout in how it functions.
