Nearly Finished (Cloak of Balance)

I have the ingredients to upgrade Cloak but the altar refuses it? Do I need to run Cannith saga to unlock the Altar to upgrade items?

For the record, the crafting devices in the Sharn Docks are:

• Device Workstation: Nothing to do with Nearly Finished. Used for Trapmaking and a few other niche things.
• Cannith Melting Station: Used to melt down the various machine parts from Masterminds of Sharn and Secrets of the Artificers quests into Ingots, Alloys and Compounds.
• Cannith Reforging Station: Used to upgrade items with Nearly Finished using those same Ingots, Alloys and Compounds. Also used for the first step of crafting Alchemical Weapons - this will also require Cannith Power Cells from Secrets of the Artificers end chests.

(To finish off your Alchemical Weapons, you'll need to visit the Research Facility and use the Cannith Binding Station there. There are also a couple of other places you can find the first two stations - another Melting Station is just inside the House Cannith Manufactury, and a second Reforging Station is found inside the Artificer Workshops.)
