What about instead of adding more, just make all the huge amount of existing sets more useful and balanced?

New expansion could build on old ones with some sort of combine a number of non-rares of a specific type + [insert material/loot/favor] to get rare(s) of the combined type. Could even be threads of fate or something else.

They could also expand on some of the weaker / less used sets with new raid specific ones.

Imagine frozen wanderer for other spell types. That would be soooo nice. A fifth slot on artifacts, very comfy. We don't need to go over 11 for 34. I'd like to see a few more interesting 6 piece fili sets.
