Esper is hardcoded to use charisma for to hit and dmg, and since the raid was released has not allowed anything to change that.

OP is correct, you are supposed to be able to apply Dex to Hit (Core 1) and to Damage (with Core 2) with Centered Weapons.

The issue appears to be exclusive to the Ninja Spy Attack/Damage Mod being applied. As the Henshin Mystic one (Wisdom Mod) correctly applies even to Esper the Shadowblade.

It might be that Ninja Spy Core 1 and 2 check to see if the Weapon is Centered already (or is checking a weapon type to add to it), and if not then applies the Dex to Hit (Core 1) and Damage (Core 2) then. But because all Shadowblades and Flameblades are Centered already, they don't get the Dex Mod to Hit/Damage. Unsure, but it is working differently from the Henshin Mystic version which applies for all Weapons whilst you remain Centered.

:: Edit : Confirmed Details ::

So it looks like it is something to do with the Short Sword weapon type itself, as it correctly applies to Mirana of the Flame (another Flame Blade). So with this test done, it shows that the issue is exclusive to Short Swords, otherwise the Dex Mod would not have shown up for Mirana.

Tests done:

Checked Ninja Spy Core 1 and 2 with Greatsword Kensai and got Dex Mod with Cores, none without. Checked staff that is Strength Only, gets Dex with, none without. Flameblades and Shadowblade weapons? Does not get it at any point.

Checked with Henshin Mystic 1 and 2 with Esper and got it Wis Mod active.

:: edit ::
To clarify, most Short Swords have already been modded to have Dex Mod to Attack and Damage so it's a bit redundant. So we can't really tell if it works or not. But the named shortswords (energy blades) that definitely do not use it (Shadow Blades or Flame Blades) fail.

:: edit again ::
As listed above now, it appears to be an issue exclusive to Short Swords, as other Weapons correctly get the Dex Mod from Ninja Spy Core 1 and 2.

Are you saying this is an issue that needs fixing?

Yes and No.

It is clearly working, else the Greatsword, Falchion and Quarterstaff would not have got the Dex Mod. But it's clearly excluding Shortswords for some reason, possibly from older legacy code that wasn't updated to how it should be working (as it worked previously but not after the changes to standard Short Swords becoming Dex Mod weapons by default). Only way to be sure is to see the code, but there is something off, yes.

So With Ninja spy it should convert the Charisma into Dex when you have it still right? or does this mean the swords should be innately Dex to damage?

You should get it, as with other weapons whilst Centered, yes. Testing with Blackrazor (standard Greatsword) in Kensai, with a Quarterstaff and Mirana (Falchion Flameblade) all gets Dex to Mod correctly.

But Light Blades (so Shortswords, Scimiatars, etc) that do not have Dex Mod added to them already (edit :: so Esper and Valorius) do not get it for some reason.

:: edit ::
And confirmed, just swapped for a Raeillia and the Dagger Raellia also does not get Dex Mod, meaning it is absolutely a "Light Blade" exclusion issue at the very least inside Ninja Spy Cores 1 and 2. As the Falchion Flameblade and a normal Greatsword were able to get Dex Mod via Ninja Spy 1 and 2 or via Kensai T5.

or does this mean the swords should be innately Dex to damage?

Most Light Blade weapons do have Dex Mod innately already. But the Shadow Blades and Flameblades both do not natively have that built in. So is reliant on Ninja Spy cores working for them, but they currently do not because of some detection issue with Light Blades (Scimitars and Short Swords are confirmed, as we have Shadowblade and Flameblade versions of these as Named Items, currently looking to see if I can't find and test other wepon types that remain centered but don't have Dex Mod innately).

Full bug for posterity:

Certain weapons do not function correctly with Cores 1 & 2 of Ninja Spy (Basic Ninja Training & Advanced Ninja Training) that are supposed to grant you DEX to-hit & damage. The problem exists for weapons that satisfy both of the following criteria:
- This particular weapon does not innately have DEX to-hit & damage.
- The weapon type that this particular weapon is based on *does* innately have DEX to-hit & damage.
This means that certain unusual "light" blades that don't have DEX as a modifier, do not gain it via Ninja Spy.
Examples include "Esper the Shadowblade", the Shadowblade from Feydark Illusionist, "Shadowscythe", "Valorius the Flambelade", "Raellia the Frostblade".
