Ninja Spy Improvement: Would this be too strong?

Still wishing the missing dark finishers were returned to Ninja Spy. The tree just feels less "dark" without Impending Doom, Wave of Despair, and Poisoned Soul. Add in the loss of Flash Bang if you want to use Poison Exploit, and most of the Ninja Spy special effects are gone. With 72.1 coming likely next week, with bug fixes, is there any chance we could get the missing effects added back in.

The easiest thing would be to just overload Dark Flurry like Greater Healing Hand does. Just add to Shadow Arts all of the missing effects that used to be in Ninjutsu. Would it be overpowered if with Shadow Arts, Dark Path, Dark Flurry does the following:

On a successful attack and failed save:
Temporarily Silence Spell Caster
Poison Exploit Damage
If Still alive:
Start new Poison Build Up with Poisoned Soul
If Still alive:
Level drain target and those nearby with Wave of Despair
If Sill Alive:
Mark target with Impending Doom, so that if it dies you get 25 temp HP and 25 Ki.

Is this in any way OP, especially as a Tier 4 enhancement?

It would be better if they were separate strikes, but I can see how that could take longer to implement and increase the risk of bugs. If this was done it would:

Allow a way to use more easily use Poison Exploit before level 12.
Allow a little more utility with level drain happening against some poison immune targets.
Allow some debuffing of non bosses with level drain.
Allow some added defense against poison immune creatures, but having Impending Doom come into play if the target survives the other effects.

With Flash Bang being light only, it would be good to have more special effects on the dark side.

Is there any way that adding in all of the dark effects would be overpowered? Even with a two handed weapon, it doesn't seem more powerful than Ravagers Cruel Cut modified by Festering Wound and Dismember (which is also Tier 4).

Is there any reason from a balance standpoint not to put the other dark finisher effects back on Ninja Spy (other than them being situational and not scaling well?) I would really love to see more of the "dark" flavor put back in some way, and figured it was worth trying to ask again...
