Not getting starter cakes w/ VIP anymore?

So.. I don't know when it started happening but I am no longer getting the Starter Siberys Spirit Cake with new toons. Other players have reported this is not an issue, and others say not all VIPs get them?

Has something changed? Y'all make me really sad sometimes. I know it could be worse but if this is 'as indended,' it sucks.

In order to obtain these Starter Siberys Spirit Cakes, they require the Vintage Old Sully's Grog quest that is located after The Collaborator quest.

So of all the folks that said they were still getting starter cakes, how many are Founders? That's the only thing that makes sense bc my sub has not lapsed since 2018 :(
