Not locking shortcuts icons in locked shortcut bars

when exchanging spell in the the shortcut bars , it's really painful to be forced to suppress the icons and reconfigure the metamagics when we wanna keep the shortcuts bars locked.
Would it be possible to lock the shortcuts bars but not the shortcut icons in side the shortcut bars , by separating this option into two options in the UI settings ?

While we're here, I'd love to have the option to have the icons in the locked bars impossible to replace.
Too many times I've misclicked a spell I wanted to add and had to go back and find whatever was on the bar before.

Both are minor annoyances for sure, but while we're suggesting some part of that system be changed, might as well risk it.

Afaik, locking only prevents changing the contents of a bar; don't thing you can prevent them being moved, although saving a layout does help if you need to restore positions

it only prevents drag&drop from the shortcut bars , thus removing or swapping one shorcut with another while keeping their meta-magic settings , not the replacement from another source (inventory or character panels).
