the cripple on the pendant of crippling strikes procs as intended, but the cripple doesnt actually slow monster movement down. i would assume other similar effects are the same
every enemy I tested it on got a 20 second effect that did not slow them down. I was using a staff (sirith) if that matters. it was proccing every cri as intended howeverWhat enemies did you observe these results with?
As my observations in the Myth Drannor Ettercap quest (and in PvP) suggest it does slow enemies down, but the effect only lasts 1-2 seconds (if that) and it's actually Tendon Slice effect (which is % proc). So you may not see the effect often.
The Cripple effect from the Saltmarsh Crocodile Tooth actually triggers the Cripple effect and that works also as expected in slowing enemies down. Only this effect correctly lasts longer.

I missed the staff bit, but that was more a question on how you were making the observation, as I too am using a melee weapon, so wasn't really a question about the weapons themselves.no I already said I'm using a quarterstaff, the slowdown simply does not work, unless its like 1% and I cant tell

If you were observing only one enemy, it's hard to guage exactly how much they've been slowed down by without reference.
Here, is a snippet of the Ruins Spiders at the start of the Ettercap quest in Myth Drannor. One has just been crit and Crippled by the necklace. At the start, you can see that the spiders are roughly at the same distance away from my character. I back pedal and you can see the ones that were not Crippled were slowly getting ahead of the one that is affected by Crippled. Near the end, I kite the other two behind the one that is Crippled and you can see that they quickly gain ground on the one that is Crippled.
This would suggest that they are being slowed by the Cripple effect.

Heh, I can't explain why yours does work. From my experience, cripple has never worked. It procs and puts a debuff icon on things, but has never ever slowed them down. Wiki has a bug note on cripple that the slow effect is only 25% instead of 50%.I'm afraid I cannot explain why yours does not work

It could be that you're just more sensitive to very tiny slowdowns. For me, LGS Salt is the only slow I can see.

It could be they have another effect that when applied overrides Crippled as it's a superior version (much like how some of our buffs get removed when a different source is provided). But again, we'll need to get more info from OP to know for certain. But as I've tried it on several different toons, accounts and computers, it's highly unlikely to be the effect itself.
Maybe the item? If say there's Curses that impact it, or Augments, something unintended. But with so much variety, there's no way I'm testing that out to find out which is which withot first narrowing that down. Time and (in game) Resources are limited unfortunately.

Did you notice if Tendon Slice is also only slowing for 25% instead of the listed 50%?Crippling slow effect appears to be 20% or 25%, I didn't do enough testing to get a good indicator which one was more likely.
As for Tendon Slice, I was able to get it to work and not work (more below), and suspect anything that is not Tendon Slice 12 is broken. Whilst Tendon Slice 12 items work without issues, or at least the one from the Legendary Cloak of the :: edit :: Forests Blade (Misnamed item) :: /edit :: works at least (item I had).
Tendon Slice in my test popped up from Tendon Slice 12 for :: edit :: 11 seconds (not 10 as I listed) :: /edit :: seconds on Elite difficulty (reduced in Reaper). Slow down effect appears with the overhead icon, an examination window buff/debuff icon, and a red mist around their feet indicating they have the Tendon Slice effect in action. This was tested with Handwraps without Vorpal Strikes (Bludgeon only), as well as with Blades (Daggers and Longswords), so the weapon type or its original damage type shouldn't impact on it working.
I also went and tried it on the Legendary Wallwatch Circlet (Tendon Slice 10) and it would not Tendon Slice anything, mirroring your experience. With ranged or melee weaponry (so not type specific like the Crippling effect which can be ranged or melee only). Suggesting either it's Tendon Slice 10 that's got the problem, or only Tendon Slice 12 is working. To make sure on the ranged toon that it was not anything else overriding the slow down effect with a superior one (Force version of the Shiradi Mantle), I disabled that during the test also.
I then tried two more items; Epic Memories of the Mighty (Tendon Slice 9) and Legendary Bottle of Rum (Tendon Slice 11). Neither of those worked too. Suggesting that all Tendon Slice is non functional bar Tendon Slice 12 at the moment.

You can see that it works for 11 seconds (not 12, but functionally 12 seconds). There's the sound indicator (turn sound on), and the other effects I mentioned. You can even see it move (more slowly) for a brief moment when it did move (a tiny bit).

I wonder if this is what I noticed about Shiradi Stay-Strong not slowing things. I recently swapped back to it on my thrower, but things weren't being slowed or at least not as much as I recalled.
Hmmm, Stay Strong works here on my Monkcher. Could be an issue with thrown/ranged mechanics? I'll go grab a thrower of some kind, see what I get with the Monkcher, should let us know.
