Well, if you have the right cosmetics ... and you stick a bunch of points into jump and dodge
as a halfling druid ... you can kinda pull it off :p

Imagine having to jump through these hoops just to be an elf. Though in all fairness that was the level of "didn't want players to play non humans" we had to deal with in original D&D

I was about to say "I doubt you're going to see a new race that has digitigrade legs as it requires a lot of new animation work for player characters" but then I remembered Tabaxi got added so yeah, Kobolds please...but what would be their bonus stat? Charisma because they're cute little guys? Wisdom because they know when it's important to remember the waterworks?

-4 Strength, +2 Dexterity, -2 Constitution.
Small size: +1 bonus to Armor Class, +1 bonus on attack rolls, +4 bonus on Hide checks, carrying limits ¾ those of Medium characters.
+2 Search, bonus to trap making, maybe can always make traps?
+1 Natural AC
Should have Darkvision, but not implemented on races in DDO

Probably wouldn't go with the official D&D rules because it's not generally in DDO's style to add new races that are at a -4 defecit to base ability scores.

They could make a special kobold defensive roll: you select a target, hit defensive roll, and your kobold circles around the target like Guliyet in Secrets of the Slavers' Stockade and gets a +25 dodge bonus.

Honestly I don't mind the idea of an ability score deficit because playing optimally bores me to tears, but I think their base popularity would take a hit with a lot of players for that -4
