I am trying to run heroic(level 13) Portal to Below in Myth Drannor at level, but quest giver wants me to complete What Dreams May Come quest in Upper Morgraive which is a level 18 quest on normal. Is this a bug? This make no sense.
IIRC there's a bug where the quest giver can act as a quest entrance to the wrong quest. Get the quest from him, then turn around and go in the actual quest entrance nearby.
