which cloak is white?
You probably want the Phiarlan Mirror Cloak, it's one of the easier ones to farm if you don't have one already. And it's a solid white colour with no pattern.

Stormreaver’s napkin is white with a hood (!) but is covered in blood and tough to get (2 gianthold raids)

Purest white is kinda dependent on your display (settings and panel tech), eyes, where you are standing in DDO (as some environmental lighting with alter the colours viewed), as well as how textured the item is.

For example, because the White Dragonscale Armours are latticed with the scales as a texture, it kinda deadens the White, as well as it being matched up with a lot beige, yellow or gold coloured acents so it doesn't quite feel as pure white as it should be.

Whilst something like the Cooks Outfit is a lot more white because there's a lot less to break up the white colour.

However, both will look off if you stand in the Feywild with the blue environmental tinge. Or in Eveningstar during sunset where everything is awash with a yellow red hue.

Silly me, I missed out the recommendation list:
"White" garments:
White Dragonscale equipment, VIP Silver Dragonscale equipment, Robe of the Magi (due to more unbroken blocks of white), Unversity Bulwark stuff (if you're only after the top as white), and Cooks Coat would be your best bets.

Black cloaks:
A random gen can be a solid black colour, so sweep the AH (non ASAH) for all the cheap cloaks, put them on then dispose if not black. The other option is as @Hobgoblin said, the Vampire Cloak, but that's a DDO store item, so may not be for you if you prefer not to spend DDO points on it.

Once upon a time, I often wore White Dragonscale Armor. Over the years, I have asked for a new white outfit on numerous occasions. It is hopeless.

Randomly generated armors and robes found in chests are all based on ancient designs. The newest one was added circa 2013.

Well, hygiene in Eberron is basically medieval level, right?
Even if there were white gear, no one’s doing laundry that often—so of course it’d get all grimy and turn brown.

All the brown gear in DDO probably started out pure white!

There are bathrooms in several quests with indoor toilets and water basins, so... wrong.

I'm sure nobles and wealthy merchants had baths and toilets in their homes!
Though apparently, even the glorious Myth Drannor didn't have them!
And adventurers probably don’t have time for baths anyway, which is why everything’s kinda brown.

...Probably. lol

Hot elves don't need baths, their skin generates cleansing hottie juice that glistens in the sun. Their innards use this self-cleansing juice to deal with digestion, and thus they have no need for pooping either. They gallivant elegantly and exist in a perpetual state of excellence.

Ah, that explains it. Now I understand why the armor is always dirty.

Dwarves are all about smithing, right? And smithing means dwarves.
But the House of Gems doesn’t even have a bath or a toilet.

No wonder their gear ends up filthy... they're the ones making it!
