All quest packs from the code should be free for everyone. Same with the Expansion Trove - as I said before, those are the oldest expansions and SSG isn't selling ultimate editions anyway.
Look at other games. In SWTOR you get all class stories free, for example. And I'm pretty sure this could help with new player retention - better business strategy than giving them for 3x99 points once a year.
