Question about Augments change in Update 80

Just to be clear, the old level 16 and level 24 Spell School topaz augments will no longer stack with Spell School equipment bonuses — for example, a NECROMANCY augment purchased from the vendor in Gianthold will no longer stack with a NECROMANCY equipment bonus on, say, a pair of goggles, because the Gianthold topazes' spell school bonuses will now be typed as equipment bonuses.

Correct?

What I didn't catch though, if those levels (16 + 24) are actually the first level where you can get that bonus on items. If not, they are pretty pointless.

Can get your DCs other ways now, potentially freeing up a bunch of aug slots. Not directly related to this, the real downside of the DC pass seems to be making it harder to generalize with weaker general DC boost values. Is kind of weird to deprecate stuff that took resources in the past to get.

They now give the equipment bonus. That is the basic one on all gear.
They are not needed much, but having the option is not a bad thing,

The really stupid part is that now only the augments for lvl16, lvl24 and lvl30(IoD) exist.
The thing they should have done is create a lvl12 and 20 version for the other GH-vendors and add a lvl28 and 32 version for Randall to sell.
Nobody does gear tetris for 16 and 24.
