Question about Esoteric Table Crafting for FoM weapons

Do the Tier 1 and Tier 2 effects for the planar sear attribute from the Esoteric table crafting stack? Or does Tier 2 replace Tier 1 effects?

The 1st upgrade you do on the FoM raid weapons changes planar searing to Warp the Seared and unlocks Leashed power(t2) Warp Souls which is a stacking debuff. The tier2 upgrade requires the Vile dusts that you need Step's special goggles to get from the secret Hidden Hand chests for the desired upgrade - adding Unleashed Inferno/Storm or Resistance to the other Warp the Seared(t1) upgrade.
