Question in regards to upgrading expansions

I saw in the website that one can upgrade their expansion purchases to higher tiers. However, it seems to cost the full price of the new tier rather than just the difference between the tiers. Is this really the case? Or is the website just confusing? Just to be clear, I am trying to upgrade an older expansion, not a pre-order for the new one.

The upgrade feature only works on newer expansions starting with Saltmarsh (so also Dread and now Vecna), those released before then don't have that feature.

Does that upgrade also work with discounts? With deep discounts bigger tiers are decent value. It will take a while for the big discounts to hit Saltmarsh onwards, but Salt and Dread had at least 25% AFAIR.

From what others have said discounts work, but like this example:
Bought basic salt for $20 at non-sale full price.
Salt ultimate on sale 75% off for $25.
Cost isn't $5 ($25 - $20); the cost is $25 - (75% off $20 = $5) for $20. (It does the upgrade pricing based off whatever the sale price on the version you currently own is at, not the price you paid for it)
