That happened to me yesterday, same mission, recalled and was standing on the bridge. Only on the first run, so I didn't rebind.

Update: No, Recovering from failed teleport in a completed instance still sends you to r0.

This is making me curious whether they updated something with "recovering from failed teleport" in connection with a completed instance. Were you running solo (or the last person out)?

Normally, if your teleport fails, it places you back where you were prior to the teleport. If the instance was completed, however, when you teleport out and no one is meant to be in that instance anymore, it starts to close and the location is no-longer available for you to be returned. It would put you into a null space (r0) and would be stuck in a load screen, where you had to re-client.
I am curious whether they finally decided to tie that scenario into the Unable to Recover, which sends you to your absolute recovery point. (which isn't actually your bind point, but is related and usually the same place)

i had a duo the other day go to the bridge between and sunny korthos, respectively. No ill effectst it was just as if that's where they'd entered the quest from. (Though the bridge was a bit scary, i relogged and 'transported to eberron' just in case)

Quite bizarre. Game is probably (erroneously) treating your character as having fallen out of the world. A similar thing happens if you relog in the stuck spot the corner of Blood on the Vine Tavern.

happened to me the other day but instead of recalling i just quit the game and after logging again i appeared there

I can do things others can't...
If I were to hazzard a guess, the return spot when you recalled had that NPC Elf walking around (that area) occupy it just as you're supposed to get transported there. When that happens, the space is considered "not viable for teleport" (occupied), and then it tries to put you back into your last spot (which is no longer there as it has despawned), so you end up being shooted off to the default location instead.
