I don't believe this is a bug - have you run The Stormreaver Fresco on your current life yet? If not, he won't give you the quest to retrieve his fresco until you do, because it hasn't been stolen yet.

It is possible you did not turn in a quest after it was completed and went straight to Yorrick Amanatu and he gave you the next quest in the chain. The quest givers for The Sharn Syndicate chain are sometimes not near the quests themselves, so it's easy to miss one of them and advance the chain only to get stuck a short time later. Just make sure all the quests prior have been turned in to their quest givers and this should fix the issue.
Thanks for the suggestions folks but I am definitely on the correct part of the chain. I turned in Fresco to Burgandy Tir then went back to Yorrick to advance it. For additonal information, Kear has the green checkmark superimposed over the gold chalice above his head. But interacting with him only gives me NPC dialogue "Good day to you" and he won't bestow the quest.

Just ran whole chain yesterday with no problem. So not sure how to replicate your problem
Run with an Assimar Ranger and a Dragonborn Sorcerer

The only thing I can think to suggest would be to check every single quest giver in the chain to make sure it’s all been turned in.
Took asking about sharn from main dude, even though he was saying talk to one guy and quest progressed and green check was over next guy. Had to run a completely diff quest to open the flag or something. Game didnt care I recovered the Fresco Twice since i even reset Reprosesion or what ever it was called and collected the Pic again.
