2nd time trying to complete it and the 2nd time the gate remains shut. I've done this quest countless times in the last 10+ years.
According to wiki:
"The valve near a group of coffins will release a number of skeletons; melee types will appear on the ground and archers overhead. Defeating all of them will open the door to the next area, while turning the valve lifts the gates around the previous valve, freeing any trapped players and allowing them to join this fight."
However, some melee skeletons spawn on the ledge.

Is the quest bugged?

I just tried this quest at level and killed all the skeletons and the gate opened normally. My toon was a melee monk and I used a shuirican to kill the ones on the ledge. I did notice that one was hiding in the corner on the ledge, so they seem to agro as soon as they are up. I also have had one of the skellies run away thru the tunnel before as well.

So, to clarify, I know the quest well. If it is working for others than it is good, I will just skip it. Thanks for checking!

Thanks for chipping in, i did find it odd that the melee skeleton spawned on the ledge. It appeared as some coffins did not blow up and the low mob spawn could explain why.
I also wonder if this affects quests like deleras where one has to kill all mobs to open gates.

I have had it where some dont spawn properly and end up half in the coffins. But with aoe can kill them.

Even 15 years ago we had annoying content requiring full clears before moving to the next slaughter room.
