We do not have a full record of store sales for really quick viewing, but 15% sale amounts started appearing last year on January 9th. Before that, 20% was the floor for a sale amount. I do not know much about the LotRO sale history, but at that same time last year they had a 10% sale, which was noted as quite low.

Will start need to start rationing my xp pot use to slaying if 15% is the new normal. 30% is value and will usually illicit a purchase, 25% is grudgingly tolerable but 15% is just irritating and encourages abstention. Latest cosmetic set actually has a decent mount and looks good. Discount for 30% and I might buy it
