I have similar issue with items ive purchased not being delivered. and tickets go unanswered.
seems like a class action risk, with so many people going ignored.

I think you need to talk to an NPC in the hall of heroes to get coffer items, just remember if you got a coffer that has character bank storage you'll need to talk to the NPC on the character you want to receive the storage on.

I got the character storage, I did not get the shared storage. I did try to talk to the "giver" again, was told I already have everything.

I bought the coffer on my alt account, everything worked fine.
