Shield expertise?

Description says adds +1 enhancement to shields and weapons.

2 tiers = +6

Can anyone confirm whether this actually works or not?

I tried it and see no change in weapon enhancement.

Pretty sure l checked my to hit and no change either

Guessing it has to show in the +to hit at very least

Rechecked and working now. Guess l just had to log out and back in like so many other things.
