A Relic of a Sovereign Past is a quest that can easily be run on casual difficulty at level 8, the dificulty does not affect your chances to get a weapon out of it since you buy the items from an NPC for Adamantine Ore that lies on the ground in one part of the quest and you don't actually have to play the entire quest to get the stuff, just search the baracks area for the chest with the key then go to the mine part (locked door) to harvest the ore.
This quest is your one stop shop for longswords, warhammers, daggers and darts, these weapons will last you from 8-20 quite easily and without you feeling sad about your performance and if you have access to temple of elemental evil and can be bothered to grind chests for energy burst augments you will be very happy indeed. The weapons have either increased crit range, crit multiplier ( warhammer) or both (dart, 18-20/3).
