Skaldic Scream not working?

I am trying Warchanter for the first time and the enhancement Skaldic Scream does not appear to work as described. If the enemy fails their fortitude save, they are supposed to be "frozen solid in frigid ice for 6 seconds". When I use it, it seems to turn the enemies who fail the saving throw white (as if being frozen) but they continue to move and fight. Anyone else experiencing this?

I don't play Warchanter so can't be sure, but is there any chance they are actually making their save?
In which case the "white" VFX is still applied to denote the "even if they make the save, they take 20d20 Cold damage and are significantly slowed for 6 seconds" portion of the ability?

I can do things others can't...
Are you by chance using something that gives Guardbreaking and/or Trip as well? As there's a known issue where various CC effects override each other resulting in things like enemies lying on the ground on their back zerging around trying to attack you. Or moving whilst Frozen, etc.

I don't play Warchanter so can't be sure, but is there any chance they are actually making their save?

Testing in game suggests both effects trigger (slow effect and the frozen), the slow effect will always apply the white snowy icy look over you even if you make the save.

So I believe you are correct here in that the enemies OP have been facing have been making their saves against the Frozen effect; testing in A Sharn Welcome on Casual I was able to Freeze targets solid (so they can't move at all), besides the white frozen look slow effect.

Also of note, is that the effect is a cone and directional, meaning if you fail to target something first before using, there will be zero effect.

The Damage and Slow portion is a Fortitude save, whilst the Frozen is a Reflex save. To be honest, given the lengthy cooldown of this ability and inability to Quicken as well, I would suggest grabbing a different Capstone if at all possible with your build OP.

The ability only mentions a Fortitude save, and -the way it's worded- the Fortitude save refers to being CC'd, whereas the DoT/slow read as if they have no save. Are you sure it's the way you describe? Cause if you are, the current description of the ability is flat out wrong.

Tested in PvP. And the target (player) had disctinctly different saves for Reflex and Fortitude. So yes, confirmed.

With the CC being the Reflex one?
Bah, too much stuff happening at the same time. I was incorrect; Reflex is Damage, Freeze is Fortitude. Combat log for clarity:

But the white snow effect happens regardless of any saves.
