sleeping with the fishes - how to get optional for Juvian and Romira chest?

I've run the quest 3 times using the wiki for guidance and found the elf all 3 times, told the elf to tell his boss there's a reconning and introduced Juvian and Romira twice. The quest objective updates to Go to Lyrandar tower, but there's no further story, the quest just ends.

Note there was no "unlocks a sixth dialogue option with the two leaders that instantly advances you to the "make a deal" state" as listed in the wiki, probably because I hadn't talked to the 2 leaders yet.

I checked a couple of videos but they don't do this optional.

Any tips would be great. Thanks

The People's Champion
1) Find the elf & talk to elf (and deal with all the groups with agitators).
2) Go talk to Juvian or Romira, choose the option about Lyrandar.
3) Bring Juvian or Romira over to the other. Let them talk.
4) Let them talk some more until you're eventually given a dialog choice for talking to Juvian again and able to pick attacking House L. You'll see an optional tick off for this.
5) Go to back tower (House L. guards along the way should be hostile, if they're not you didn't advance the quest yet)
6) Go in tower & kill things, kill the boss
7) Have Juvian & Romira follow you into the main room in tower. Have them talk again & when it lets you talk to them again (make sure you get the secret optional to check off)
