Some of the navigation in Sharn is counterintuitive. You arrive in Sharn from the Harbor via the elevator near Summer Korranor, yet this same elevator takes you down to dockside, and you have to find Captain Alban on the docks to bring you back to the Harbor.

I feel I should just point out that there is also a staircase down from the gardens, and the skycoaches and portals around the Upper Commons also have Nymph's Court as one of their destinations.

(The Lower Commons seem to be actually quite a way away from the Upper Commons, since Vecna Unleashed demonstrates they're directly connected to the Library - you fight the Death Slaad there - and the Library is itself far enough away that you have to take a skycoach there.)
