They've been broken for some time and either cost something to buy or required a ton of farming.

Have tested this on the training dummy with Ruby Eye Of The Glacier from the recent snowpeaks festival, and can confirm that it is NOT fixed, at least not in augments slotted pre-patch. Used Bow Of The Elements (Air) - ML 10, to fire off a few thousand arrows, which SHOULD proc 20% of the time. I got ONE proc in around 2500 shots. That one proc did 66 cold damage.

Further testing with the same bow managed another proc 630 shots later for 166 cold damage. Even at the ML 1 proc rate of 2%, it is clear that these augments are completely uselessly broken.

Still further testing has my proc rate coming closer to the realistically expected 2% proc rate, with cold damage of around 160 ish per proc. Still a far cry from the description on the jewel of a 20% proc rate.

It's the damage that should scale with the ML of the weapon, not the chance which will stay at roughly 2%.
