To turn up the lag as needed, typically at the end of a fiscal quarter. So Experience Point potions tick while you freeze for 10-15 minutes then u die. To sell XP Pots, Cakes and therefore DDO points to help make the quarterly Revenue numbers.

Because tonight I got all kinds of crazy lag, even a nice 10 minute freeze, jibbers, another 10 minute freeze, then the barman at the 12 wouldn't sell me anything.
