Speed: does it stack?

I have a cloak that has speed, and a weapon that has speed. Do the speed effects stack?
First off, attack speed and movement speed are separate. Some items boost one but not the other; some items boost both.

As others said, same-type bonuses usually do not stack. I think virtually all gear gives enhancement bonuses to speed and therefore won't stack with each other. But like I said, you have to pay attention to whether it's run or attack speed (or both) that's being boosted by any given item.
We're looking at paladin's talent, "stunning shield." Is this an AoE? It says, "stuns enemies" plural. But it's a little vague.
It's a single-target stun, similar to Stunning Blow. [EDIT: oh, but Stunning Blow can Strikethrough so it could hit multiple targets on a THF or bear build.] They have separate cooldowns so you can take both and alternate between them. And as an added bonus, Stunning Shield can have a higher DC than Stunning Blow:

Stunning Blow: 10 + Strength modifier + Stunning bonuses
Stunning Shield: 10 + highest ability modifier + character level + Stunning bonuses

BTW the Vanguard capstone also has a shield-based stun proc: a shield bash will stun 10% of the time (10 + 1/2 Character level + strength modifier + Stunning bonus). This includes both active and passive shield bashes.

It sounds like the game favors having gear pieces that do one thing very well as opposed to gear that has multiple bonuses.
Seems like you're expecting arpg type of gear like in diablo or poe? This game is not it, and in end game almost no one uses random loot, it's all about named items.

My buddy already maxxed out knight of the chalice, because with there being two of us, we have to fill both heal and dps, and tank and dps. But lead the charge is sufficient for drawing agro.

Hell, I hardly ever see named items. I think I have...I'm not sure I have any named items at all. I might have one in my bank. Oh, I have Raptor Tooth Necklace. I'm pretty happy with that. In any case, it puts me in a bit of a bind because damn near everything I find has enhancement bonuses.

Edit: yeah, I just looked and I'm basically gonna have to build a set of gear from the ground up, which is a total waste of my time until I reach max level.

The entire game is like this with many similar abilities / feats / enhancements that are poorly explained. Some stack and some don't. Even when the TYPES are different, you can run into situations that you're going to need to research or ask other players to be sure.

Granted part of this lack of detail adds to the mystery of the game, but for long term players we know better... SSG is lazy.

Well, I'm not suggesting the game be casualized just to appeal to newcomers. But I think certain things in this game are somewhat needlessly complex for the sake of being needlessly complex.

I'm half-caster since I'm a dark apostate.
as a full caster you will have items for the dc of spells, insightful, quality sacred profane etc, and then the same again for the other schools that you use. plus spell power insightful spell power, quality, artifact, and spell crit chance, and spell crit damage items, for each element you have, plus spell penetration and insightful spell penetration
